Launching the e-Service between SAMA and the Ministry of Justice

 

On Wednesday 13/5/1436H (4/3/2015), SAMA and the Ministry of Justice inaugurated the formal launch of the e-Service between the two organizations aimed at addressing judicial orders issued by esteemed enforcement judges. H.E. SAMA's Vice-governor, Mr. Abdul Aziz Al-Furaih, expressed his deep thanks to the Ministry of Justice for inviting SAMA to participate in such event.

Mr. Al-Furaih said that due to SAMA’s recognition of the importance of the Enforcement Law and its noble objective of enabling those who have financial rights to regain them and in order to implement the provisions of the Law, SAMA has established the Banking Enforcement Department to handle judicial orders in accordance with a specified mechanism. During 1435h, SAMA finalized more than 45,000 orders received from esteemed enforcement judges; and it also issued instructions to the banks operating in the Kingdom to swiftly address those judicial orders. Moreover, SAMA has developed detailed procedures for dealing with all relevant parties, including banks, and it has used several tools to achieve this. It also strove to develop a mechanism for addressing judicial orders in more efficient ways, directing its efforts to automate the traditional communication process.

Mr. Al-Furaih has stressed that SAMA has utilized its human, technological and financial resources for the success of this project. To this end, it formed regulatory and technological specialized working teams. The work focused on activating a number of services relating to persons against whom judicial orders were enforced, such as disclosure of their balances, accounts, deposits and trust funds, imposing attachments and removing them thereon and the transfer from their accounts to the accounts of the judicial enforcement departments.

Mr. Al-Furaih noted that the e-Service has achieved several positive results, more notably the speed at which requests from the Enforcement judges are processed, and also reducing paper work and human intervention while addressing those judicial orders, which in turn has contributed to a better performance level. This has also helped in tracking each judicial order from the time of registration into the system until its enforcement. More importantly, it has proven more efficient to identify any obstacles facing enforcement in accordance with the targeted periods and resolve them.

Mr. Al-Furaih described this accomplishment as a significant step towards more joint e-services with the Ministry of Justice, allowing for enhanced services to all concerned parties. He stressed that speed and accuracy in implementing enforcement orders are ways of achieving cherished justice revered by respective stakeholders and this what SAMA and the Ministry of Justice strive to achieve through such enhanced processes

At the end of the celebration, H.E. Vice-governor and H.E. Deputy Minister for Attachment and Enforcement Affairs at the Ministry of Justice honored all participants in this joint project between SAMA and the Ministry of justice.
