It is of great pleasure to us in the Saudi Arabian Monetary Authority (SAMA) to celebrate today with our partners, a new accomplishment. This achievement will contribute to facilitating judicial proceedings and promotes its efficiency. Besides, it will contribute to support the enforcement of rights and support development and prosperity process set by His majesty Custodian of the Two Holy Mosques, King Salman bin Abdulaziz and his Crown Prince Mohammad bin Salman. On this occasion, it is a great pleasure to express my thanks and appreciation to His Excellency Dr. Waleed Al Sama'ani, Minister of Justice and to Excellences and honored guests from The Ministry of Justice, SAMA, Al-rajhi bank and Alinma bank for attending the signing ceremony of the electronic link between SAMA and the ministry of Justice. Thanks extended to our entire partners who were active in completing the first phase of 'Tanfeith-execution' program.
SAMA as a control and supervisory authority has always maintained great confidentiality of all financial and administrative information related to banking; which contributes to the strengthening of confidence in the banking sector and promote development and economic growth. The banking control law that issued on 22/02/1386 had classified banking information as confidential, which cannot be executed or disclosed whether by providing data, documents or information to any party. As an exception, some systems have authorized particular parties to request some banking information within their limit. This should have positive impacts varying from supporting bodies to consider cases before them and maintaining cases confidentiality through restricting access to specialists only.

As of 2012, SAMA had started using digital means for the provision and retrieving of banking information and documents from banks working across the Kingdom through SamaNet system. The system has contributed to the facilitating of the process and the increasing of the number of cases considered by the authorized entities; ministry of Justice in particular. In view of the continued increase in the number of cases, pending before the authorized bodies, in addition to SAMA's desire to expand the digital direct link with the concerned parties, comes the necessity to find solutions to keep pace with the increasing volume of work through the provision of advanced digital resources
SamaNet has shifted from being a system of correspondence into a system of transaction processing. In order to achieve the positive effects mentioned earlier and to reduce cost of time, effort and paper works, SAMA has introduced 'Tanfeith-execution' program on 14th of Feburary 2019 aiming at direct link with the digital systems of government agencies and banks operating in the Kingdom and the integration among them. SAMA seeks to turn the business sector into a provider of digital services through best high reliable technological solutions, apart from providing an integrative linking between SAMA and other government entities and financial sector to ensure the confidentiality of the information and to inform the judges of cases considered before them including personal status cases (expenses and inheritance).

Today, we celebrate the signing of the agreement, which represents a continuation of the joint effort between SAMA and the Ministry of Justice to enhance the level of cooperation and to benefit from digital services.
On this occasion, I would like to reiterate my thanks and appreciation to His Excellency the Minister of Justice for the cooperation and support to achieve the common objectives of the two parties. Thanks and appreciation are extended to all work teams in the ministry of Justice, al-rajhi and alinma banks for their efforts to achieve the program objectives, since they have been working essentially and directly in this project and have been participating in performing the necessary tests.
